River closed to campers during inclement weather

Some rivers here are now being closed to campers due to the recent landslides that cause deaths. Maybe due to illegal mining, the mountains suffer loose boulders that can start a landslide that will fall directly on the river below. Landslide can also cause rapid water flow in the river that is dangerous to the camper. I don't know where this prohibition will lead to because there were campers who died of accident in some rivers here. It is giving the river a bad image.
