The danger of overflowing dam

We used to camp in one of the nearest dam to Metro Manila. it is called Wawa Dam that supplies the water requirements of the city. The place is forested and very nice for a campsite although there is no official campsite there. I would like to go back there for an overnight camping plus hunting maybe. There are monkeys around and wild chickens. But in the news last week, the dam had overflowed and the campsite I was thinking was inundated. I couldn't bear the thought that if there were campers there they would have drowned. Maybe one thing for safety is to look around before pitching the tents.
